I like you idea of Helsing account and have voted, followed and will resteem it.
It does get disheartening when my post doesn't make the big numbers. Seeing as you say, another post just with a few votes rocket in value and it could just be a photograph with a little post attached to it.
But I am just a little fish in this big steemit ocean and don't want to make waves that could draw attention that could result in me getting bullied.
This idea fills me with hope, however the idea could runs the risk of Helsing become an account that is abused and then becomes the shark that flags the wrong people. The new people who are just finding their way.
Maybe as well as flagging, the Helsing hunts out the new blood and uses what voting power it has to support them.
This would likely happen from time to time but there may be other ways to compensate when it does.
Depending on what/who it is as a photographer can spend longer editing one photo than another might take to write 5 posts. This goes for painters and the like too.
This couldn't happen as it loses its objectivity however, the idea is to return a fair percentage into the pool for distribution which would mean there is more to around for the smaller accounts and more value for the curation teams like @ocd and @curie
