From the comments, it sounds like the community has a strong system in place to police itself, some bad actors just manage to slip through the cracks. I'm glad I posted my experience and brought attention to it, but it seems like changing it based on some of my recommendations might cause more trouble and make it easier for spammers to monopolize the system. Glad you stuck around after your bad experience as well! I think the community here is a real asset and helps make up for the quirks or bugs that still exist.
