That is a good idea. I think most people are afraid to flag because they know they might be targeted by the person they flagged, so a Helsing vampire killer account could be a good idea! Something has to be done against posts and comments that are not even related to the article and these "please upvote me or follow comments".
You are right but, this wouldn't be used for that :)
