Therefore it's imo best to analyse the situation,
- implement the changes in a new codebase.
(no Hard Fork unfortunately, because then the 'abusive people' still get to take their massive amount of SP with them. ) - get a pool of trustworthy witnesses/users
- start a new blockchain from the ground up.
