Oh yeah I'm pretty sure it is the case actually ! Especially since most of the usernames actually mean something or are at the very least readable. I also sincerely doubt that she is capable of coding a script to automate it, I mean she doesn't even seem to understand how flagging works. I would love to know how much time of her life she has wasted on those manual account creations.
This makes me suspect hacked accounts. This happens to gamers when they go on a long leave sometimes their accounts get hacked. Or it's someone intending to sell the accounts at some point. Just a thought!
My Uplay account regularly gets hacked, I've just given up on it at this point lol... It's way harder to hack a Steem account though unless the user is careless with his password.
I don't believe those Steem accounts have been hacked for the simple reason that they are all brand new and all their interactions with the blockchain are just flags and resteems. I could definitely see the value in some of those accounts names though but the actions associated with them would make them worthless in my opinion.
