Your voting power is quite low (37%) you have to wait a while for it to recover to 100%. You get 10 100% votes spread over 24 hours. If you vote too much or too soon after each vote your voting power goes down. Try to keep it between 90-100%. Check your voting power here or use the "Steemit more info" browser plugin.
Well that's easy. The price of Steem is influencing the dollar value of your account. I make it a habit to only look at the Steem value (which should only go up unless you are in a power down). If Steem is dropping in price so will the dollar value of your account. Don't worry it will go up once Steem starts to go up in value again. Kinda goes back and forth at the moment.
I redeem whenever I got some spare time. The rewards don't have a expiration date. Resteeming doesn't have an impact on your account value. Commenting can also earn you rewards so they can have an indirect positive effect but that's about it.
