If you decided to power down, does it convert back To USD effectively? Or is there a whole lot of risk or loss involved that I'm not sure about?
It converts it to steem not SBD. So 1000 steem power is worth 1000 steem. it makes no difference when you do it.
In fact you are probably exactly the right person to ask all my questions about investment/steem/steem power. I am at work right now, but I will compile some, and get back to you :)
