When you first create an account, you start your reputation 25 and your reputation will increase or decrease based on upvotes or downvotes you receive.

The reputation system is part of the data that enables the network to communicate the "trust-worthiness" of each member given in the network, the system does this through a plugin running on the network that sees a number of metrics.
The default reputation on a blockchain is actually stored as a record of the number of rshares that have been received by a particular account. What this basically means is to keep track of the amount of time you've selected (in your posts or comments) and how much steam strength each account has behind them (or more explicit percentage of votes from the total steem strength of each account that chooses.)
