The custom of making wishes on July Eve began in the Edo era. Legend has it that on July Eve, one writes one's wishes on a short book (long strip of colored paper wishes) and hangs them on bamboo, so that one's wishes can be realized. Every year, Osaka hosts the annual “平成OSAKA天の川伝説”.天の川is the Milky Way in Japanese, When the LED wishes the river lamp touches the water, it will light up and connect to the stars in the river.
