I think trusting and hoping that whales will do the good thing with their votes is shown to not be working. Some of them help others, at least in part, while the majority just mind their own business. Users need a nudge, they answer to incentives. If the focus was really to have good content on this platform they should invest some delegations of Steem Power in communities, subcommunities can be really effective in micromanaging and help new users, they just need some air. Without oxygen, sparks never trigger a fire.
