Don’t exactly know on what base you are mentioning fair use of quotations. “” is not recognized from plag checking algorithms and it can happen that it getting flagged as plagiarism. Then you should know how to use quotation right and may recognize that our community does have certain requests on quotations and citing sources. That does not change if you are new or not. And a quotation without any cited source is still plag. Have a nice day.
