I'm not sure these parameters must be voted. Many users who voted for witness don't know what is it. And can make more trouble by voting.
Parameters must be selected by owner who understand its and who follow witnesses in steem.chat and understand what is going on in the blockchain itself.

Voting for parameters is just optional for participants, especially for people who participate with a lot of Steem Power and just don't wanna run their own witness server. Of course this process is only optional!
I completly agree, that it's very technical blockchain stuff and isn't very clear for average user.
Therefore I'll post a more detailed post about what this technical parameter does actually mean and what they affect for better understanding.
