The Spirit won't fall on us the way it fell on Gideon. It's a bit ridiculous to look at how God used people in battle in the Old Testament and try to apply that to the church.
You said this:

James 4:2 has nothing to do with receiving the Spirit by asking for it. On the contrary, it says this:
(James 4:2-3 NIV) You want something but don't get it. You kill and covet, but you cannot have what you want. You quarrel and fight. You do not have, because you do not ask God. {3} When you ask, you do not receive, because you ask with wrong motives, that you may spend what you get on your pleasures.
Although Luke 11:13 does say this:
(Luke 11:13 NIV) If you then, though you are evil, know how to give good gifts to your children, how much more will your Father in heaven give the Holy Spirit to those who ask him!"
It's an interesting verse. Jesus is comparing people giving their children gifts to God giving the Holy Spirit. I'm not sure how that works today except that the more godly you are, and the more you're doing the work that God has called you to do, the more the Spirit will guide you.
