The title attribute displays tooltip text when the mouse sits over the element. For example the Resteem icon. Useful for button and link descriptions or easter eggs. https://www.w3schools.com/tags/att_global_title.asp
I find myself using it less these days because touch screen devices don't have a mouse cursor to hover over elements.
