Yes; the minimum transfer request is for 25 SBI units. You can just send 0.001 transaction memo to @steembasicincome specifying how many to transfer and to what account. We do validate that the transfer does not create a sponsor/sponsee match (both units of an enrollment transaction ending up in the same account).

Unit transfer moves the units, not the pending upvote value (changing the level of the source tank, not the pending value tank).
