I believe this change isn't about comment Spam, the change is to Posts. if you post more than 4 times (in 24 hours), then the weighting begins to be affected. You can still comment/discuss freely on posts.
Sure enough, it's posts themselves from the issue. Interesting wording in the release notes. Post re-written.
Yes, the language is a bit confusing. The blog does a good job of explaining and they provided a chart for actually visualising the new reward structure. you can find the post here
