MinnowBooster Confusion?

What's been up going on with minnow booster? I know they are constantly changing up the formula but I'm more lost than ever. I thought it was set a $5, but know it seems like you can send in any random amount and hope for something to happen? I will be trying to use a bunch of different ones on this post. Last post I sent in 10 cents and got 18 cents in return.

Anyways just wondering if you guys know what's up or is everyone out here as confused as me.
