Does this make sense? Lessons of Palnet Applied to Steem

As I've been taking in what's happening on Palnet, as well as thinking and chatting with people more about the issues of Steem, I'm wondering that if Palnet in the end "works" could this be applied to the main chain.

Specifically I'm thinking about Steem post SMT's. Would it make sense to change the reward structure of the reward pool of Steem to something like...

• x amount for Witnesses
• y amount to stakeholders offset inflation
• z amount for marketing
• t amount for development
• h amount for community leader/management roles
• p amount to pump value into the distribution SMT
• etc

And rewards on Steem frontends were switched to an SMT. This SMT could be claimdropped similar to how PAL was, also with a limit on influence for the largest stakeholders for a more balanced distribution.

This would potentially still be fair because everyone would still have their Steem which would still have value, it just wouldn't be a tool to use the blockchain as a money printer anymore. At least not at the current levels.

With this you could also have moderation at the SMT level. The blockchain itself can always be open, permissionless, and censorship resistant, but I think one of the lessons we should learn with Steem is that no moderation favors the worst bad actors. Small offenses can be handled by the community, but an untouchable class emerges, and if there are bad actors in that level, we can only stand back and watch.

What do you all think? Am I crazy?
