Back in 2011, the Federal Trade Commission (FTC) filed a complaint against Facebook for misleading users to believe that their information is kept private while in fact it was used, shared and sold without their permission. The 2011 complaint led to a Consent Agreement between Facebook and the FTC in which Facebook agreed to a number of restrictions that seem to match, to the letter, what happened years later with Cambridge Analytica.
