Hi. I don't think you can personalise your account just yet. You can add pics icons to you posts (most people are using imger.com (think it's called that, or something very similar).
I've seen many posts from people who use other languages in here, and you can use tags to identify your posts. Look in topics (on the right hand side) for other than the titles given at the top (trending, new, hot etc).
I believe that steemit do not want to censor any posts but of course, you must bear in mind that if people downvote your posts you could get to the point where it's barely worth bothering. If you wanted to post to people who use other languages, I guess a good thing to do would be to wait for a foreign-sounding name in the search box and click on the name and follow their posts (and them even).
