You are not buying directly if you buy a voucher and have to change it first.?
By the way you can use steemit.com to buy Steem and bitvavo has the option to buy Steem too.

It looks like you can just buy Steem and the fee wasn't too high. I'm not doing KYC now but will try it next time I want to buy Steem
