I am confused about new update of HF21

At first i do not understand curators reward's time. Before the update if a post votes before 15 minutes the author get 50/ of the curators. In HF21 there is no mention of time of upvote. Now the question is if a post upvotes before 15 minutes how many curators go to the author and upvoters. I try to find the answer but i do not access the answer in any source including steemit, google, and others sources.

The second question is that why does bid vote try to stop. If bit votes are not suitable why the authority of steemit added this service. The bit votes invest a huge amount of money on the site to do business but they are not able to stay here.

My third question is why does the price of steem so law. The authority introduces several rules but they do not care the price of steem but why. Day by day the steem price is going down and down but they do not take any stem following the problems.They are busy to creates new roles on steem.
