It used to be 30 minutes before HF20 but after HF20 it is 15 minutes.

So yes if I post something and after 15 minutes if someone votes worth 10$ .
Then 7.5$ comes to me ( author ) and 2.5 $ goes to person who upvoted.

If someone upvotes as soon as I post and it's worth 10$. Then everything goes to author ( me).
