Why is not possible?

we are facing in a trouble with hive and steem engines because both of them do not support the free exchange politics.

Many people as our company made a coin in engines, but it is impossible to decide with which coin we want exchange ours.

All transactions pass through hive in hive-engine and steem in steem engine, but if we want to exchange between INTEL and DWD it is not possible, why?

In Waves exchange, you can do whatever you want, you can exchange main coins or even private coins each others, so this is a real freedom, just you have to pay a small fee for the transaction and everything is possible, why hive and steem engine are not able to do it?
