You should know that when you set a bounty, before the end of 7th day you should decide who made the best comments and upvote them.
If you will not upvote anybody, the 5% of your bounty value will be divided to the commenters and rest you will got back.
You can decide even how much of your voting power you can give to each commenter, in this way you will make a kind of division of bounty.

Inspiring good quality engagements with Steem Bounty
One thing that I would like to highlight which is not on most posts is that when you do not upvote any comment on your post that has a bounty, the bounty less 10% will be returned to you after your post payout. This is also mentioned on my post.
