Pulis Arnis Akademya Inc. (PARAK)
Pulis Arnis Akademya Inc. (PARAK) is an arnis organization within the Philippine National Police for its personnel including their dependents practicing arnis, moreover to promote National Sports and Martial Arts of the Philippines, within and outside the organization. It was established on August 28, 2014, founded by Ruel Gatbonton together with Dennis Sumalileng, approved and signed by Ferdinand B. Sales, Director of the Company Registration and Monitoring Department, Securities and Exchange Commission. Pulis Arnis Akademya Inc. dwells in its purpose to provide and promote recreational, cultural and sporting activities, more especially in martial arts, to further cultivate and improve arnis toward recognition as one of our national sport. PARAK also considered a vision to introduce arnis for educational purpose, by incorporating it to the selection of subject under Physical Education offered in various universities within the country.
Prior to the creation of Pulis Arnis Akademy (PARAK) Inc., Philippine National Police regularly conducted Summer Sports Clinic for PNP personnel as well as their dependents from 1998 and still sustaining, anchored to the program for the sports development of the PNP organization. It supplies basic foundation to students who undergone this program, then later advance techniques were incorporated to this practice session for those students who already had finished the basic foundation lessons. This program produced competitive students and continuously developing arnis practitioners for the promotion of arnis within the organization and with the public.
Philippine National Police also participates in Armed Forces of the Philippines-Philippine National Police Olympics, promoting camaraderie between the two agencies through sports development. PSUPT Adriatico Del Camat being the first coach of PNP Arnis Team in the AFP-PNP Olympics on 1995 recruited players from different sports and martial arts, whose largely participated by PNP Karetedo players to represent the Philippine National Police competing with the three branches of the Armed Forces of the Philippines namely Philippine Army, Philippine Air Force, and Philippine Navy . The Philippine Coast Guard later joined the sports competition on 2016. The organization also sends athletes to compete in national and international tournament to regain the public trust and to establish good and harmonious relationship between the police and the community.
On the other hand, the PNP recruited potential players and instructors to assist the organization in promoting police-community relation through sports development. Numbers of instructors and players from different clubs and universities were recruited for the purpose of teaching and playing , in which representing Philippine National Police in different competitions and tournaments locally and internationally. Players of arnis from universities and arnis clubs were hired to form a team to compete in different tournaments at the same time to teach arnis within the organization. Ruel Gatbonton and Reynante Dominguez were recruited on 1996 and 1997 respectively from the Polytechnic University of the Philippines Arnis Varsity Team and tasked to train arnis players and form a team that will represent the Philippine National Police in different tournaments and competitions.
Philippine National Police Arnis Team under the guidance of PSUPT Adriatico Del Camat and supervised by Ruel Gatbonton and Reynante Dominguez was created composed of uniformed personnel (PCO and PNCO) to give honor and prestige by competing in tournaments and teaching other PNP personnel and their dependents to immerse in the said sport for the benefit of the organization. The creation of PNP Arnis Team continue to prove that it molded numerous quality players who gave voluminous honor through winning in different tournaments in national and international competition. The team keep on welcoming personnel from different regions and units to join, those who have background in Arnis to strengthen more the capability of the team. Members also conducted arnis competition within the organization to scout for new potential players that can become part of the PNP Arnis Team. Under the supervision and teaching of Ruel and Reynante, the PNP Arnis Team became famous through the strength, skills and techniques that the players exhibited during competitions.
On 2011, Ruel Gatbonton proposed fourth team to be formally registered to the Securities and Exchange Commission which positively collected the approval of his co-founder Dennis Sumalileng and majority of the team members. By then, they change the name of the team from PNP Arnis team to Police Arnis Academy, but due to some issues from the SEC, the organization was registered on August 2014 under the name Pulis Arnis Akademya (PARAK) Inc. From 2011 to the date of its registration, PARAK system had undergone through many revision from its basic foundation to the advanced techniques. Ruel Gatbonton study and review all the arnis system and revised all inapplicable and obsolete techniques to formulate the best, effective and much advanced movements. PARAK system is continuously transforming for advancement of arnis techniques and its system.
Nowadays, PARAK is composed of PNP personnel and civilians underwent various trainings and qualifies the requirements of the system. However, it is open to all who wish to join and learn the arnis system of PARAK. It is further encourage to continuously spread the PARAK system to promote arnis to as our national sport and martial art and at the same time to promote police-community relation. PARAK had different branch nationwide and continuously expanding through teaching outside the Philippine National Police. PARAK Canada headed by Marcial Chavez together with Macky Sumalileng, PARAK Mindanao headed by SPO1 Ronald Farol, PARAK Region 4A and 4B headed by PSInps. Reneto Tuñacao and SPO4 Andew Gil Garcia respectively, PARAK National Capital Region headed by PCI Liezl Barro, PARAK Quezon City headed by SPO1 Goeffrey Singun, PARAK Caloocan headed by Emmanuel Lacsa and PARAK Headquarters headed by the founder himself, SPO1 Ruel Gatbonton together with PCI Dennis Sumalileng assisted by excellent instructors namely SPO1 Ronilon Villeno, SPO1 Paul Jay Petuco, SPO1 Alfred Rivera, PO3 Leo Angelo Marquez, PO3 Joey Conceja, PO3 Jovanni Boyles, PO2 Ronald Dela Cruz and PO1 Ryan Gardiola. With this, Pulis Arnis Akademya aims to produce top caliber players, black belts and excellent instructors
