There are some short power cuts, which I would compare to the situation in Poland in early 90's and, I assume, maybe UK in 80's, but there is not many of them. Like four -five times in a year, each time few hours in Rosario. I know in some regions like Missiones the problem is a bit bigger but never even close to the situation in Venezuela.

Of course Venezuela, Cuba and Haiti are the poorest countries in the region and currently one of the poorest in the world, so you should definitely consider Venezuela, Pakistan, India, Bangladesh as the priority. The cost of installation in Venezuela will be significantly higher though - all the products has to be imported, taxes are huge, sometimes bribes are inevitable, transporting expensive things by roads is risky. There may be problem with finding the batteries which will help to store solar energy and which can be changed sometimes. You would have to find the solution for that as well.

Argentina at least is talking about some green solutions. Maduro won't even think about it so green transformation in countries like Venezuela desperately need some outside stimulation. Every investment in non democratic countries is more difficult though.

I am hoping to connect with some people with solar PV knowledge in Venezuela - but not found anyone yet.
