I think you are underestimating politicians. You are right in the sense that they are not more intelligent than us however, they are extensively trained in the use of language. This skill allows rulers/elite to convince the governed that they are not only smarter than them but to also convince the governed that they are incompetent and need the elite to make decisions for them.
I agree with you in fact, that's why I said that they were experts, those are things that they have learned throughout their lives, but they don't seem to be very intelligent because their actions are, if you watch carefully, predictable.
