In addition, some of them are unemployed. Therefore, they pursue any job that makes money. An example of such work is gangster. Many of them are a gangster.

The second factor is a manipulation of gangsters use. There are two parties who do it. The first party is government officials. They do that with a help of the rulling party. They do it to realize their political interest. For example, they put gangsters in a team formed to win the presidential election, the legislative elections, the gubernatorial elections, and the mayoral elections. The second party is corporations. They manipulate a use of gangsters by asking someone for help. He is a person who has a big influence on society. Big companies do this to realize their business interest. For example, they tell a group of gangster to intimidate someone who does not comply with their request. The group intimidates the person verbally or physically.

The third factor is a use of an issue by a gangster group. The group utilizes the issue as a "sweetener", strengthening a cohesiveness of its members, and an intimidation tool in terms of social psychology. The issue is usually related to nationalism or religion. The group is a mass organization that has a large influence on society.

The combination is extraordinary. Because it is difficult to destroy. There are only a few people who can break that combination. One of them is the head of state. Unfortunately, he often manipulates a use of gangsters. He puts gangsters in in a team shaped to win all of the elections. On the other hand, the police cannot dissolve that combination. Because it has a great strength. They are increasingly helpless when the chief of state manipulates the use. Because he is a superordinate of them. They don't dare to fight him.
