If you use the blockchain method, then while the vote may be protected, you still don't know who sent it. How do you determine if the person owning the vote has the legal standing to cast the vote?
Each people will have balance in wallet to do the vote, when they transfer the balance to other they lose the right to do the vote. Voting system care about the balance of each wallet. More money more heavy in vote
