What is "31y Ab"? August 31, 1996 Masoud Barzani brought Saddam's army to Arbil

8 years after Saddam's genocidal Anfal, Masoud Barzani called him a friend, brought his army to take over Kurdistan Region, said the oil is up to central government, and that Kurdistan is part of Iraq, not separate.

Reporter: Is he your friend or your enemy now; Saddam Hussein?

Masoud Barzani: He was our enemy, but now I can not say he is our enemy… if be ready to solve our problem.

Reporter: You’ve finished the fighting totally… Slemani was the last, or you’ll push for the border?

Masoud Barzani: Of course we will go to OUR border! To… We’ll not stop in Slemani! But I think it’s finished.

Then we asked the United States: If you don’t help us, if you don’t protect us, we will do something. We will ask the help form everybody, even from the Iraqi army.

ITV report:
His [Saddam’s] troops, tanks and artillery are digging in. It looks as if Saddam will keep them here for as long as he dares. Even at the risk of rekindling an old war.
He has made a deal with the KDP, who with the help of his tanks and guns captured the ancient city of Arbil from their rivals the PUK. They are now in firm control here, and with Saddam’s help might extend their rule right across Kurdistan.

It appears that one Kurdish group, which in the past opposed Saddam, now has decided to cooperate WITH him.

We’ll do everything for the democracy and freedom for our people. […]

You don’t necessarily have to have tanks and artillery. It could be that the Iraqis wearing Kurdish uniforms, and still providing planning, intelligence, special force capabilities that would enable them to be a more successful [force] than the KDP would normally be.

The Iraqi secret police are here now, and their activities are more than before.

And since the decision by the Iraqi Command Council to lift the embargo on Kurdistan Region, those elements have poured in [to Kurdistan Region]

Reporter: Do you think there is Iraqi intelligence in this city and all the cities controlled by the KDP?

Kadhim: There is, throughout Kurdistan.

Reporter describing scene of a group of men sitting and concealing their faces: About 200 members of Iraq’s internal opposition have taken refuge in this compound, in a town just north of Arbil. Scores were executed by Saddam’s secret police when the city fell. These men are paralyzed by fear, and for that reason they conceal their identity for us as well.

All that is, except one woman. She says that Iraqi intelligence took away her husband, and she has no idea where he is now.

Reporter: Do you think that the safe-haven for the Kurds now is over, and that Saddam Hussein effectively controls the whole of Northern Iraq?

Kadhim: Yes, I think Saddam controls all of Kurdistan now.

Reporter:
In a small house in Arbil, a man who’s worked with US companies – we’ll call him Mohammad – is packing his bags and getting out.
He has no faith in Barzani’s guarantees. And he’s noted that the amnesty offered by Saddam Hussein does not extend Kurds who’ve worked for foreigners.

The KDP would call him an economic refugee. But after 20 years of fighting for Kurdish rights, Mohammad says he is a patriot.

‘Mohammad’ : I don’t like to leave. I put all my energy in my country. I could’ve left easily at any time. But I didn’t want to do that; I wanted to believe in my country, and be part of rebuilding my country, to be part of the establishment of my country.
But I think these hopes are gone.

Reporter: So what’s going to happen to the Kurds now?

‘Mohammad’: They will be facing a terrible life with Saddam Hussein back again. And I don’t see any light of hope. Not in the next few years at least.

We need time you know. I told you many time that after 20 years fighting, we need time to solve all our problem.

I have to say, the oil is up to the central government. Even it was in Kirkuk or in other places. And the area of autonomy also… is a part of Iraq. Including this city or that city. It’s not separate from Iraq, it’s part of Iraq.
