Not in a heavy rain, but light rain, yes. I think it would take being out in a fairly heavy rain for a bit before your feet got wet. That does remind me, they say if the shoes get too filthy you can machine wash and let them air dry too.
Oooh, Portland mostly has light rain, so that sounds pretty ideal.
