Don't know what they would cost... The Gulf of Mexico is full of them. Many are vacated after Obama pretty much pulled the plug on offshore drilling.
problem is..when you are stationary and can't move...someone is gonna come along and tax you.

I lived in a truck for 25 years...most days I woke up in one state...and went to sleep two or three states over (except for texas)....
Mankind were nomads for hundreds of thousands of years before agriculture was invented.
We're kinda used to moving..
Might go 'back to my roots' so to speak...
