We all need work together as a community and start downvoting all his posts.

The only way to stop him is to get it to the point where he's making pennies from steemit and gives up.

We need to do this as a community and not be scared of how he could retaliate. I'd rather miss out on a months earnings than have a tyrant such as him abusing the system and posing a threat to freedom of expression.
