The image needs those poloarized 3D glasses to view a hidden message I believe. Tried using photoshop to reveal the image through the colors, but no luck.
Working with Devon over at ToshiCiphers, he was able to extract, and i enhanced some, a word or words in the upper left corner of the image. So far, additional filters and transformations have been unsuccessful.
The glasses have been tried to no avail. You are correct with the quote by the way. Its may be the passphrase. The only thing is that in some bibles (ETV) covered is replaced by the word "hidden"
