I just paid 1 SAND to make this a proposal

Now it shows up in https://steemsandiego.com/promoted (I can explain this as the PROMOTED proposals as I will eventually have a governance white paper built around this

I will have voters decide what to vote on with the @sandiegocoin account like a proposal system. I will let voters vote on proposals and then, the top ones will get a a proportional upvote based on how many SAND stake holders vote for it. Eventually a bot will automate this process of upvoting the top promoted proposal posts.
