That must be a mistake on their end, because rewards can only be either 100% SP or 50-50.

It means the comment will receivethe full payout without any limits, just like any other comment. 100% can be changed for, say, 50 (just 50, not 50%), which means the max payout will be limited to 50. If it goes above 50, the remaining rewards will go back to the reward pool.

There is no "comment options" parameter for sp alone. SBD = the whole payout.
