I don't think steemit requires any kind referral program, if you understand its potential.
You can ask your referred person to follow you and upvote your posts, if they like your posts, in this way you will make more than single one time referral commission...
@hms818 I disagree. People will be more willing to share the steemit program to someone else or on social media if they get an incentive. To get a person to follow and upvote your posts require a more personal connection. If we had referral program then you and i both will get here through a social media post. But that didn't happen did it ?
well, theres content going back to last year discussing all sorts of things. Searching for it is the only way to find it specifically.
Check out steemit.chat for a chatroom discussion. Beyond that, find some of the bigger name posts and share this post and suggestions in their comment threads.

It's been discussed many times, though to be honest, I can't remember the results.
Maybe a split of the initial Steem tokens deposited into new accounts? Obviously a solid growth tactic.
