Cryptographically Speaking - Solve this code.... WEEK 7

Week 7 is now upon us, so we are over half way, and the prize fund stands at 0.26SBD, but no-one has managed to crack the code yet. Will anyone be able to get it? We're not sure, and we may have made it a little too hard. So, in keeping with previous weeks, lets have a recap of the clues so far, and see what this weeks clue has to offer in the way of help....

There are 17 words in the phrase
The first letter is a "b"The message has NO CAPITAL letters
The message contains spaces between words
There is NO punctution in the message
The message is in ENGLISH only
The information in the message is something which is already known about Bluebook Investments
Its a mathematical cypher
It could be as easy as Pi
