Cryptographically Speaking - Solve this code.... WEEK 5

Another week has gone by, and no-one has had a crack at the code yet, so now we are in week 5.

Fortunately, the prize fund has increased, and now stands at 0.12 SBD, which is a massive improvement over last week.

So, without furher ado, lets recap on the clues so far -

There are 17 words in the phrase
The first letter is a "b"The message has NO CAPITAL letters
The message contains spaces between words
There is NO punctution in the message
The message is in ENGLISH only
The information in the message is something which is already known about Bluebook Investments

And this weeks clue is -
Its a mathematical cypher
