Cryptographically Speaking - Solve this code.... WEEK 11

Hello and welcome to the penultimate week of Cryptographically Speaking, with just 2 more full weeks to go before we reveal the answer (or possibly less if anyone figures it out), the prize fund is now standing at 0.46SBD.

In keeping with previous weeks, lets have a look at the clues we have had so far, before adding another one to try and help you solve the cypher......

There are 17 words in the phrase
The first letter is a "b"The message has NO CAPITAL letters
The message contains spaces between words
There is NO punctution in the message
The message is in ENGLISH only
The information in the message is something which is already known about Bluebook Investments
Its a mathematical cypher
It could be as easy as Pi
The first word has 8 letters
The second word begins with an "I"
The last letter is an "n"
The last word begins with a "b"

And now for this weeks clue.......
The 16th word is "a" (all on its own)

and in the spirit of helping out, we are adding a bonus clue this week, which is.....
The last word in the cypher has 10 letters
