This may look good but I'm not so sure.
Is this program for meth addicts or also for weed smoker or growers or traders, from which there are a lot incarcerated. If this is the case than such forced re-habilitation would cost lot's of (tax)money for people who don't need it. plus It gives the prisons and government a reason to continue what they are doing, because it's seen as good ( they "help" people)
