RESULTS OF THE MEETING OF THE SECURITY WORKING GROUP AT THE NEGOTIATIONS OF THE CONTACT GROUP IN MINSK

"On January 18, 2018, the first meeting of the the Contact Group's working group on security issues took place in Minsk after the video conference on January 10, - reported the Delegation of the DPR in the JCCC.

The main issue of the meeting was compliance with the current ceasefire, olso an implementation of additional measures to stabilize the ceasefire. In particular, the coordinator of the SMM OSCE focused on measures such as a ban on progress and any offensive actions, a ban on the opening of fire under any conditions, including a response, and full adherence to ceasefire orders.

The Republics supported additional measures and proposed to include a ban on any sabotage and use of sniper fire.

Statistics of violations of armistice by the AFU and their consequences were given. It is noted that for the period since the meeting of the working group on security issues in the video conference format, a significant increase in violations of the ceasefire regime has been recorded. The amount of ammunition used has also increased significantly. However, the most dangerous trend is the active use of heavy weapons by the AFU.

According to the data of the representative office of the DPR in JCCC, for 26 days of the ceasefire, which was in force since December 23, the Ukrainian side violated the cease-fire regime 148 times, including by using mortars and artillery pieces that had to be withdrawn in accordance with the Minsk agreements.

Representatives of the Ukrainian delegation for unknown reasons gave their statistics of violations before the start of the "winter" armistice, expressed their agreement to discuss the additional measures voiced by the SMM OSCE, and also expressed their readiness to return representatives of the Russian Federation to the JCCC, but could not guarantee a normative control of all problem issues and regulation of the activities of the joint Center.

The problematic issue of the withdraw of forces at the station No. 1 "Stanitsa Luganskaya" also remains without progress. The Ukrainian side again frustrated possible withdraw dates, referring violations that are not reflected in the Mission's reports. At the moment there is a period of silence, which allows to withdraw forces and resources in the village in accordance with the requirements of the Framework Decision.

Unfortunately, the situation does not change: the Ukrainian side takes a destructive negotiating position, insistently ignores the peace initiatives, supported at the highest level, thus sabotaging the implementation of the agreements reached within the framework of the Minsk agreements.
