I am not sure they are ideas. I think that proposals like this are just words. Words to make things sound pretty.

California cannot afford this, it is really unAmerican to fund those who don't legally livs here in a manner that will cause hardhships and tip the scales of equality and our Rights for citizens. Kind of socialistic approah....can't have one guy doing better than the next. Stealing from the rich and giving to the poor is one thing but stealing from your average working class citizen is Socialism.

The ilkegals came here knowing they are illegal. Let them suffer the consequences. Oh, wait, in California there aren't aren't consequences to being a moocher.
