I think the percentage also must have a correlation to what percentage voted for the government in power, when they were elected, and the time elapsed after the last election. The higher the votes and the lesser the time elapsed the more the percentage would be.

On the other hand if it has been some time since the last election, anti-incumbency could have have set in and it will reflect in low confidence in the government.
