There is a global agenda to disposes the populace from being able to defend themselves, being completely dependent on the state to provide all measures of security and defense.
Just look at what's happening in Venezuela. The government took away all weapons when everything was good but now that shit has hit the fan, the only armed groups are the military and the armed civilian groups created by the government to oppress people.
A good point of how disarming works to empower government and not people.
