Fungibility (September 2016)

People talk about “lets stop focusing on the world abroad.” While I tend not to view a lot of the Economics as politics chat seriously the concept of Fungibility comes up here.
Mexico makes it easy for economic refugees to flee their country they have no reason to make changes to improve their country. They transplant problems across the border. If people south of Mexico want to flee north this enables Mexico to stabilize their situation to their immediate south.
Focusing on (as Michael Savage would say) Borders, Language, and Culture is ultimately a domestic policy issue. BUT in focusing on it you create changes in other countries.
Keeping people in Mexico may not make good changes but we need to stop being limited by boxes when we define our policy choices. Because those boxes are often ill designed for reality.
