Yeah, I have no idea why he's not dual uploading. Even if all it does is act as a backup, at least when YouTube drops the banhammer it wouldn't all be gone.
I think they may not know about d.tube just yet! Also, for now, the storage on d.tube isn't permanent from how I understand it, but they are working on it.
