I live in Indiana. There are several reasons, not mutually exclusive, that it's being blocked.

1. Indiana is and has always been about 50 years behind the rest of the country.
2. Indiana is infested with self-righteous Bible-beaters that use the issue to get elected.
3. Indiana has a huge insurance & pharma influence over the electeds.
4. Indiana has a booming prison for profit industry.
5. Indiana does not care if it's people are hurting or dying.
