I don't know. If, IF the figure of 0.11% is accurate with a minimal margin of error, then yeah that's totally doable. And if it is accurate, then I'd say that's an amazing feat especially if it does what David said it has the potential of, which is reducing the burden on healthcare providers, which in turn will reduce the burden on those paying for health insurance, which - really really big IF here - may eventually get the ball rolling and may make healthcare virtually free.
Now that's all really positive, so here's a concern. This will of course depend on everyone who has health insurance and can afford it to stay on it I assume. How will they make sure people aren't gonna scam the system? I'm sure it's a grand, altruistic gesture where anyone and everyone will be welcomed. Kinda like standing in line at a food bank. They'll give anyone food; you'll just have to risk being seen standing in line for it. So that could be a deterrent for some. Again, just making up potentials for concern here. But if everyone jumps ship for it, the infant program will not be able to survive.
But if it's allowed to grow organically, its humble beginnings may just surprise everyone in a positive and lasting way.
